AI Contract Overview
Citrus County, Florida, is seeking bids for a roadway reconstruction project along N. Dunkenfield Avenue, covering approximately 1.9 miles per lane. The work involves full depth reclamation (FDR) and resurfacing, requiring the contractor to supply all labor, materials, and equipment necessary to perform operations such as pulverizing existing pavement, stabilizing reclaimed materials with emulsion and Portland cement, and applying asphalt overlays. The project includes reconstructing sections of the roadway with different methods—FDR topped with asphalt in some areas and full reconstruction with new embankments and stabilized subgrades in others—along with milling, pavement markings, shoulder grading, sod installation, erosion control, and traffic management. A 30-day road closure is planned for excavation and sub-grade replacement in a designated segment. Bidders must meet specific qualifications, including possessing or procuring FDOT pre-qualification in areas such as grading, paving, and traffic markings, and submitting an approved asphalt mix design. The contractor must have at least five years of experience in full-depth reclamation projects within Florida, with the necessary specialized equipment, including a reclamation machine capable of pulverizing and stabilizing pavement up to 15 inches deep, and personnel certified in work zone safety. The project will be awarded as a unit price contract, with a response deadline of June 11, 2024. The scope emphasizes adherence to FDOT specifications, proper equipment and personnel qualifications, and compliance with safety and environmental standards.

Stabilization of the reclaimed materials shall be accomplished by injecting Emulsion and spreading Portland cement with the reclaimed materials to for a stabilized base course in accordance with these specifications. The finished product shall consist of 8” stabilized base and 2” of Type FC 12.5 Asphalt (76-22 modified polymer), Traffic Level C. All materials including cement, asphalt, and supplemental base material, shall comply with these specifications. The ultimate roadway section shall consist of two 11’ travel lanes. Additionally, there will be a 30-day road closure for the excavation of unsuitable material and replacement of suitable sub-grade and base material (approximately 665 feet in length and the full width of the roadway). Asphalt to be provided for the project must be identified on the current FDOT Asphalt Mix Design Plant Assignment Sheet and is to be submitted with the Bid.
