AI Contract Overview
This contract involves the full-depth reclamation (FDR) and resurfacing of approximately 1.9 miles of North Dunkenfield Avenue from West Venable Street to just north of North Marion Way. The work includes preparing a stabilized base course by pulverizing the existing asphalt and base materials, injecting emulsion, and blending with Portland cement to create an 8-inch stabilized base topped with a 2-inch asphalt overlay using Type FC 12.5 asphalt. The project also encompasses pavement reconstruction in specific sections, utilizing full-depth reclamation or complete removal and replacement of unsuitable materials, followed by new embankment and stabilized subgrade construction. Additional tasks include milling, pavement marking, shoulder grading, sod installation, erosion control, and traffic management, with a 30-day road closure for sub-grade repairs. Bidders must meet strict qualifications, including FDOT pre-qualification in relevant categories, experience in full-depth reclamation projects within Florida, and possession of specialized equipment such as reclamation machines capable of pulverizing and mixing pavement to at least 15 inches deep. The project emphasizes adherence to specifications for materials, mix designs, and safety standards, requiring on-site certified personnel and submission of detailed equipment lists and mix design approvals. The contract will be awarded on a unit price basis, with a project budget estimated between $500,000 and $1,500,000, and is managed by the Citrus County Board of County Commissioners, with responses due by June 11, 2024.

Stabilization of the reclaimed materials shall be accomplished by injecting Emulsion and spreading Portland cement with the reclaimed materials to for a stabilized base course in accordance with these specifications. The finished product shall consist of 8” stabilized base and 2” of Type FC 12.5 Asphalt (76-22 modified polymer), Traffic Level C. All materials including cement, asphalt, and supplemental base material, shall comply with these specifications. The ultimate roadway section shall consist of two 11’ travel lanes. Additionally, there will be a 30-day road closure for the excavation of unsuitable material and replacement of suitable sub-grade and base material (approximately 665 feet in length and the full width of the roadway). Asphalt to be provided for the project must be identified on the current FDOT Asphalt Mix Design Plant Assignment Sheet and is to be submitted with the Bid. Pavement Markings are to meet the current MUTCD criteria.
