ITB - General Watershed Repairs to Channels (G) San Jacinto River, (S) Luce Bayou, (R) Jackson Bayou, (Q) Cedar Bayou, (O) Spring Gully and Goose Creek, (N) Carpenters Bayou, and (P) Greens Bayou for the Harris County Flood Control District

The contract is for general watershed repairs across multiple waterways within Harris County, Texas, including the San Jacinto River, Luce Bayou, Jackson Bayou, Cedar Bayou, Spring Gully and Goose Creek, Carpenters Bayou, and Greens Bayou, under project ID Z100-00-00-X381. The base performance period is one year, beginning approximately October 1, 2026, with up to four optional one-year renewals contingent upon approval by the Harris County Commissioners Court and subject to a CPI-U based price adjustment capped at four percent annually. The estimated contract value ranges from $500,000 to $2,500,000, covering all labor, materials, and incidentals required for erosion repair, slope stabilization, sediment removal, riprap and granular fill installation, pipe and headwall replacement, and concrete lining repairs, all in accordance with Harris County Flood Control District engineering standards. All work must comply with Texas Government Code provisions on prevailing wages and bonding, requiring certified payroll submissions with every invoice and the provision of performance and payment bonds prior to award. Contractors must demonstrate strict compliance with safety regulations, including mandatory OSHA 10-hour training for all workers and OSHA 30-hour certification for supervisors, along with full disclosure of any OSHA violations, litigation history, or criminal convictions related to safety within the past three years. A nonresponsive bid results from failure to meet these safety certifications or to submit Form 1295 certifying disclosure of interested parties, as mandated by Texas ethics law. Workers’ compensation coverage must be maintained throughout the contract term for all employees and subcontractors, with certificates submitted continuously and posted on-site. Invoices must include lien waivers and certified payroll records and are subject to Net 30 payment terms after approval by the Harris County Flood Control District. All submissions are exclusively through the Bonfire portal, and bids must adhere to electronic formatting without alteration. The contract does not include federal FAR clauses, instead relying on Texas state laws, county procurement policies, and local regulatory frameworks governing safety, wage compliance, and financial accountability.
