This procurement involves the acquisition of household waste management services for Kamyanets-Podilskyi National University named after Ivan Ohienko. The contract is being pursued through a negotiated procedure in accordance with Cabinet of Ministers of Ukraine Resolution No. 1178, which allows for this exception during the period of martial law when previous open tenders failed due to a lack of participants. The designated service provider is the municipal enterprise Spetskomuntrans, which was previously selected via a city council competition to handle waste removal for the Kamyanets-Podilskyi community for a five-year term. The university justifies this selection based on the provider's successful performance of identical services in 2026 and the legal grounds established by the failed open tender UA-2026-10-13-004841-a.
