The United States Department of Commerce (DOC), Office of the Secretary (OS), intends to award a firm fixed price purchase order on a sole source basis with Conflict Armament Research LTD. on the basis that there is only one responsible source and no other supplies or services will satisfy agency requirements, for the procurement of proprietary iTrace Database access licenses. This information is only available through CAR and will assist in identifying possible diversion and transshipment netowrks and violations of export controls, as well as supporting law enforcement actions and increasing compliance. Two distinct, customized dashboards within the portal to display chain of custody data, geospatially on 1) conventional weapons, ammunitiona, and related material and 2) weaponized commericial material (including UAV and IED components, vehicles, and chemical and explosive precursors) with the purpose to 'red flag' entities with past and current involvement in diversion.
