IU-Mien Buddhist Temple

The IU-Mien Buddhist Temple project involves the construction of a 4,816 square foot temple and a 1,381 square foot service building on a 9.6-acre parcel located at 6225 Excelsior Road in the Vineyard Community of unincorporated Sacramento County. The scope of work includes the development of a recreational lawn and garden, an 88-stall parking lot, and associated landscaping, as well as the installation of curb, gutter, and sidewalk along the parcel frontage and the extension of an on-site driveway. The project requires a Use Permit and Design Review and is supported by a Mitigated Negative Declaration, which concluded that the development will not have significant adverse environmental effects. Construction is scheduled to begin on April 13, 2026, and proceed through phases of demolition, site preparation, grading, building construction, and paving, with an expected operational date in 2028. Key compliance requirements include adherence to the South Sacramento Habitat Conservation Plan through mandatory worker environmental awareness training and biological monitoring. Additionally, the project must comply with CARB's In-Use Off-Road Diesel-Fueled Fleets Regulation, Sacramento County Improvement Standards for lighting, and regional water quality regulations. Technical assessments, including a drainage study and aquatic resource delineation, have been conducted to manage stormwater runoff and protect potential jurisdictional wetlands on the property.
