The Georgia State Financing and Investment Commission (GSFIC), acting on behalf of the Board of Regents of the University System of Georgia, is seeking qualified firms to provide comprehensive building commissioning services for the Translational Research Building at Augusta University under Solicitation No. PE-40900-RFQC-2027-000000219. The scope of work includes full commissioning of all major building systems—HVAC, electrical, plumbing, laboratory equipment, steam systems, lighting controls, water systems, and the building envelope—with a focus on verifying functional performance through Test and Balance, sequence of operations, and functional performance testing. The Commissioning Agent must ensure all systems operate as designed, validate Operations and Maintenance documentation, conduct staff training, and submit completed checklists and status reports. All work is to be performed on-site at the Augusta University campus with final acceptance occurring after on-site inspections and walkthroughs. The solicitation is structured as a qualifications-based selection under a Request for Qualifications, with no pricing information required in the submission. The award will follow a trade-off process evaluating Experience & Qualifications (45%), Suitability (30%), and Corporate Stability (25%), with no consideration of price as a factor.
