The Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate a sole source, firm-fixed-price contract with Bohlke International Airways, based in St. Croix, U.S. Virgin Islands, for commercial maintenance and logistics support of a government-owned Beech 99 aircraft stationed in St. Croix. The contract period is set from October 1, 2005, to December 31, 2005, with three optional one-month extensions. This aircraft plays a key role in transporting prisoners for the U.S. Marshal Service and the Bureau of Immigration and Customs Enforcement, necessitating consistent daily line maintenance, minor scheduled and unscheduled repairs, and operational checks. Maintenance providers must supply certified and licensed mechanics and manage all materials and parts required for daily upkeep with discrepancy-related parts reimbursed separately. Additionally, the contractor is responsible for securing FAA-approved supplemental type certification for the aircraft’s Pratt & Whitney PT6A-27 engines. This commercial service acquisition falls under sole source authority, as no other sources are deemed capable of satisfying the agency’s needs, with the total contract value remaining below the simplified acquisition threshold. Interested parties may submit capability statements or proposals within seven days of the notice, but the government reserves full discretion on whether to proceed competitively. The contracting activity is managed by the Department of Justice’s JPATS office, with contract specialist Larry K Park as the point of contact.
