J & A 6.302-1 Amgraf One Form Annual Maintenance

The Internal Revenue Service (IRS) has made a Sole Source award to AMGRAF, INC. for the purchase of Annual Software Maintenance for AMGRAF OneForm. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c) (1)], implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The IRS has a continuing for need for OneForm software, system is needed so that the production of tax products continue interrupted. Maintenance includes all components of the hardware, operating system, and graphic software on the seven current composition workstations running Mecca 2000, the TFACS server, and the One Form Designer Plus software package. Discontinuation of the maintenance services would have an adverse impact, and cause a work stoppage due to inoperable composition workstations or the server. The impact of a work stoppage is considerable, especially during the fall production season where the composition employees need to be able to make the final revisions to tax products and produce a camera. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action. If parties choose to respond, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency however, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
