This contract outlines a basic ordering agreement with Rolls Royce Marine North America Inc. for the repair and evaluation of Navy propellers and related components. It covers a one-year period from May 20, 2014, to May 19, 2015, and is handled by NAVSUP Weapon Systems Support. Rolls Royce is one of the few vendors qualified to perform these specialized repairs due to their unique equipment, facilities, and expertise in handling propellers of varying sizes, up to 23 feet in diameter and weights approaching 90,000 pounds, for combat and auxiliary Navy ships. Due to the lack of government-owned data necessary to compete the repairs, this contract is issued under a sole-source authority allowing negotiation with only this company, although other interested parties may submit information and capabilities for consideration within specified timeframes. The procurement is conducted under a non-competitive basis as permitted by federal acquisition regulations, specifically FAR 6.302-1, and does not involve commercial item acquisition policies. While this is a pre-solicitation notice rather than a request for competitive proposals, potential providers have the opportunity to express interest and provide capability statements within 45 days or 30 days if tied to the existing basic ordering agreement. Ultimately, the government retains discretion on whether to conduct a competitive procurement based on the responses received. This contract is managed through the Department of Defense’s NAVSUP Weapon Systems Support office located in Mechanicsburg, Pennsylvania.

This is the annual synopsis of repair basic ordering agreement (BOA) N00104-13-G-A755 with Rolls Royce Marine North America Inc, Walpole, MA and serves as the pre-solicitation synopsis for all repair orders issued by NAVSUPWSS for the period 2014 May 20 thru 2015 May 19 for the evaluation and repair of Navy Propellers and associated items. See attached for the list of NIINs. Orders issued under this BOA and pursuant to this synopsis will be issued pursuant to 10 USC 2304(c)(1) because the Government does not currently possess the data necessary to compete the items solicited hereunder. Rolls Royce Marine North America is one of five companies that currently possess the necessary equipment, capability, capacity, tooling, facilities and in-depth knowledge necessary to repair propellers of varied complexity, size and design for combatant and auxiliary ships. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing Basic Ordering Agreement (BOA) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Governments requirement with a commercial item within 15 days of this notice.
