The contract involves the procurement of two units of a specific antenna, identified by NSN 7E-5985-016230962, intended for repair or modification. The delivery terms are FOB origin, with the contract issued to Moog Inc. in Salt Lake City, Utah. This notice indicates the Government’s intent to negotiate and potentially award the contract to a sole source rather than conducting a competitive bidding process. While not a request for competitive quotes, the Government invites interested parties to express their interest and capability, submit quotes, or provide proposals within prescribed timeframes to aid in determining whether competition might be pursued. The procurement is governed under FAR 6.302-1, permitting negotiation without full and open competition due to the Government’s lack of ownership of necessary technical data rights, and the uneconomical nature of acquiring or reverse engineering such data from other sources. The notice also clarifies that military and federal specifications can be accessed through designated DoD resources but excludes certain proprietary documentation. The requirement is not aligned with FAR Part 12 for commercial acquisitions; however, potential vendors may propose commercial items if appropriate within 15 days of the notice. The contracting activity is managed by the Navsup Weapon Systems Support Mech office within the Department of Defense, located in Mechanicsburg, Pennsylvania.
