The contract involves the procurement of one unit of a J--COM Frequency Generator Assembly for repair or modification, identified by NSN 7H-5998-015702881 and designated under solicitation number N0010417PDF08. The delivery terms are FOB origin with the item to be issued to Northrop Grumman Systems Corp in Bethpage, NY. This is a non-competitive, sole-source acquisition conducted under FAR 6.302-1, reflecting the Government’s intent to negotiate exclusively with a single vendor due to the unique nature of the item and proprietary data rights held by the incumbent contractor. The Government does not possess the data rights required to purchase this part from other sources, and it has been deemed uneconomical to acquire such rights or to reverse engineer the part, limiting market competition. While this notice is not a solicitation for competitive quotes, interested parties may express their interest, capability, and submit quotations or proposals within 45 days (or 30 days if under an existing Basic Ordering Agreement) of the announcement date. The Government will consider all responses to determine whether to proceed with a competitive procurement, but the final decision rests solely with the Government. Interested vendors may obtain relevant specifications and standards through the DoD Single Stock Point or the ASSIST online system to better understand the requirements. The contracting activity for this action is the Naval Supply Systems Command Weapon Systems Support Mechanic located in Mechanicsburg, PA.
