AI Contract Overview

The contract involves the procurement of 16 units of a specific assembly, identified as NSN 7H-5960-014182641, under TDP version 004, for repair or modification purposes. The delivery terms are FOB origin, with the items to be issued to Sparton Aydin LLC in Birdsboro, Pennsylvania. The Department of Defense, through the Navsup Weapon Systems Support office in Mechanicsburg, PA, intends to negotiate this contract under a sole-source acquisition authority, meaning the government plans to award the contract to only one supplier without a full competitive bidding process. This decision is based on considerations that obtaining or reverse engineering the necessary data or rights for this part is deemed uneconomical. Although this is not a request for competitive proposals, the government invites other interested parties to express their capability or submit quotes within specified timeframes for potential consideration. Responses from interested sources will primarily inform whether the government should proceed with a competitive procurement, but the final choice to compete remains at the government's discretion. The solicitation does not follow the commercial item acquisition policies under FAR Part 12 but allows parties to identify their interest in supplying commercial alternatives within 15 days of the notice. Additionally, references to relevant military and federal specifications, handbooks, and qualified product lists are available through the Department of Defense Single Stock Point, with most documents accessible online. The contract was publicly posted on June 24, 2014, as a presolicitation by the Department of Defense, indicating an intention to repair or modify the specified assembly without set-aside classifications or specific NAICS codes.
