This contract involves the procurement of nine units of a diesel cylinder head repair or modification service, identified under NSN 7H-2815-015333284 with technical data package version 004. The delivery is FOB origin and the items are to be issued to Fincantieri Marine Systems in Chesapeake, Virginia. The government plans to solicit and negotiate with a limited number of responsible sources under the authority of FAR 6.302-1, allowing interested parties to express interest and submit proposals or capability statements within 15 days of the notice publication. While this is not a request for competitive proposals, all submissions received within this timeframe will be considered. Approval from a designated technical authority is required for all repair sources, and award of the contract will proceed without delay despite pending approvals of additional sources. The government does not own the data or rights necessary for contracting repair work from other sources, has deemed it uneconomical to purchase or reverse engineer the data, and therefore limits competition accordingly. The purchase order includes an option to exercise up to 100% additional quantity within 180 days following award. Market research indicates this procurement will not follow FAR Part 12 guidelines for commercial item acquisition; however, interested parties can still propose commercial items if capable. The contracting activity is managed by the Naval Supply Systems Command Weapon Systems Support office located in Mechanicsburg, Pennsylvania.
