The Naval Air Systems Command (NAVAIR) plans to award task orders under contract N00019-03-D-0003 to General Electric Aircraft Engines (GEAE) for continued engineering services in support of the Component Improvement Program (CIP) for the F404, F414, T58, T64, and T700 aircraft engines. This contract is a sole-source award, justified under Title 10 U.S.C. 2304(c)(1) due to GEAE being the exclusive designer, developer, and integrator of these engines, possessing unique technical data essential to meeting the government’s requirements. The CIP focuses on analyzing and testing to address safety and readiness issues, maintain performance specifications, improve reliability by redesigning parts, predict hardware wear and life limits, and develop quality design changes and repair procedures that provide a return on investment. Deliverables under this contract will include engineering change proposals, manufacturing drawings, operational and maintenance instructions, repair and rework procedures, life limit data, reliability predictions, technical and test reports, and specification change notices. The program is designed to proactively resolve problems before they affect fleet operations and to ensure sustained engine performance and reliability. The Naval Air Systems Command’s office in Patuxent River, Maryland, will oversee the contract, with Karen Johnston and LCDR Mark Axinto serving as the primary points of contact for contract specialist and contracting officer roles, respectively.
