J--ENGINEERING CHANGE KITS, ENGINEERING SERVICES SUPPORT FOR THE AN/SYQ-13 NAVIGATION COMMAND AND CONTROL SYSTEM AND THE AN/SQQ-109 MACHINERY SHIP CONTROL

The Naval Sea Systems Command (NAVSEA) plans to establish a Basic Ordering Agreement (BOA) with Lockheed Martin, Ocean Radar and Sensor Systems Division, for up to three years. Under this agreement, multiple orders will be issued for Engineering Change Kits and Engineering Services related to the AN/SYQ-13 Navigation Command and Control System and the AN/SQQ-109 Machinery Ship Control. The scope of work includes repairs, restorations, modifications, installation and checkout materials, maintenance support materials, and repair parts. This contract is unique because Lockheed Martin is identified as the sole provider with the necessary technical expertise and resources to perform the specialized work, ensuring no other suppliers are capable of meeting the Navy’s requirements. The contract will be issued under the authority of 10 U.S.C. 2304(f), and its purpose is to support the maintenance and enhancement of critical naval navigation and machinery control systems. The solicitation was posted in October 2003, with Lockheed Martin being the established source to fulfill these technical needs. Interested subcontractors are advised to coordinate directly with Lockheed Martin for potential opportunities, as the technical complexity and qualifications required limit competition.
