The National Park Service has awarded a sole-source contract to Murphy Tractor & Equipment Co, Inc., a large business located in Brunswick, Ohio, for the repair of a John Deere 85G Excavator at Cuyahoga Valley National Park. The contract, valued at $15,826.74 under solicitation 140P6426Q0068, covers the removal, inspection, and reconditioning of a 10-port rotary manifold. This repair is critical for restoring the machine's 360-degree swing functionality and is essential for maintaining park railroad tracks and addressing hazards such as mudslides to ensure the safety of staff and guests. The award was justified under FAR 13.106-1 due to the urgent operational need and the requirement for original equipment manufacturer (OEM) parts and certified service to maintain warranty protection and operational integrity. Murphy Tractor & Equipment Co, Inc. was selected as the only John Deere Certified Dealer in the Cleveland/Akron area, avoiding the excessive transportation and reassembly costs associated with more distant vendors. The work is performed at the contractor's facility in Brunswick, Ohio, and must adhere strictly to John Deere OEM specifications, with non-OEM substitutions prohibited. The contract was signed on July 27, 2026, with Ryan Begany serving as the Contracting Officer.

THIS IS A NOTICE OF AWARD FOR A SOLE SOURCE CONTRACT AND NOT A REQUEST FOR QUOTE:

The National Park Service is awarding Murphy Tractor & Equipment Co, Inc located at 1550 Industrial PKWY, Brunswick, Ohio 44212-2349, United States; a large business, the contract to provide the Excavator Repairs service requirement for Cuyahoga Valley National Park, which is being purchased for $15,826.74. Please see attached justification document for more details.

This requirement is for the repair of the rotary manifold for a John Deere 85G Excavator which requires removal, inspection and reconditioning for Cuyahoga Valley National Park. Murphy Tractor is the only John Deere Certified Dealer that is close to the park in Cleveland/ Akron and the surrounding areas. The rotary manifold assembly (10-port configuration) and associated seal kits are proprietary components designed to OEM specifications. Compatibility, warranty protection, and operational integrity necessitate procurement of John Deere-approved parts and qualified service support. Substituting non-OEM components may compromise system performance, increase failure risk, and create liability exposure. If the park outsourced this requirement to another Certified John Deere Dealer that is further away this would add excessive additional cost for reassembly of the machine and due to transportation costs.

Additionally, this equipment must be urgently repaired in order to support park operations for the maintenance of park railroad tracks which could be impeded due to mudslide or other hazards. Failure to repair this equipment in a timely manner could endanger park staff and guests.

Due to the above, sole-sourcing to Murphy Tractor & Equipment Co, Inc ensures the most expedient and compliant resolution to these urgent repairs. Questions may be directed to Ryan R Begany in writing by email to ryan_begany@ios.doi.gov. NO PHONE inquiries will be accepted.
