AI Contract Overview

This contract involves the procurement of 39 units of a specific fire extinguisher repair/modification item under the solicitation number N0010418PCE16. The delivery terms specify FOB origin, with the items to be issued to Pacific Scientific Co. in Miami, Florida. The Government intends to negotiate and award this contract to a single, designated source based on unique specifications and technical data constraints outlined in DoD-STD-100. Because suitable technical data, government data rights, or manufacturing knowledge are not available to permit acquisition from or repair by other sources, only the specified source is qualified to fulfill this requirement. The contract is issued by the Department of Defense, specifically Navsup Weapon Systems Support Mech, located in Mechanicsburg, Pennsylvania. This action is not a request for competitive quotes, although interested parties may express their interest and capability within a specified timeframe, and the government may consider any quotations received prior to award. This acquisition is governed by FAR 6.302-1, allowing non-competitive negotiation with a sole source due to the technical and proprietary restrictions involved. The Government has conducted market research and determined that this requirement does not fall under the Acquisition of Commercial Items policies. Potential suppliers or service providers can obtain relevant military and federal specifications from DoD sources, but certain essential documents, such as drawings or deviation lists, are not stocked at the central repository. The Government retains discretion over whether to pursue competition based on responses to this notice, with all proposals considered within 45 days of publication unless award falls under an existing Basic Ordering Agreement. Award eligibility requires compliance with FAR clause 52.209-1 for qualifications at the time of award, and further information is available through the issuing office referenced in the solicitation.
