AI Contract Overview

The contract involves the acquisition or repair/modification of 24 units of a specific fire extinguisher, identified by NSN 7H-4210-013173793 and TDP VER 004, with delivery terms set as FOB origin to Pacific Scientific Co. in Miami, Florida. This procurement is planned to be a sole-source negotiation under FAR 6.302-1, meaning the government intends to engage with only one supplier due to the specialized nature of the item. The part in question requires acquisition or repair only from designated sources because adequate technical data, government rights, or manufacturing knowledge are unavailable elsewhere, and obtaining such data from other sources is either cost-prohibitive or impractical. The government specifically notes that it does not possess or cannot economically acquire the technical data rights necessary to use alternate sources or to reverse engineer the part. Consequently, the contract award will be contingent on meeting stringent qualification standards outlined by the contracting office. Interested parties are invited to express interest or submit proposals, quotes, or capability statements within specified timeframes (generally 45 days, or 30 days under an existing Basic Ordering Agreement), although this notice does not constitute a request for competitive proposals. Responses will help the government determine whether to proceed competitively or continue with sole-source procurement, with all final decisions resting solely with the government. The acquisition process excludes the use of commercial item acquisition policies under FAR Part 12, reflecting the specialized nature of the requirement. Parties are also informed about how to access relevant military and federal standardized documents through the DoD Single Stock Point and ASSIST-Online to assist with understanding technical requirements. The contracting agency responsible for this action is the Navsup Weapon Systems Support office in Mechanicsburg, Pennsylvania.
