The contract involves a sole source, firm-fixed-price agreement managed by the Norfolk Naval Shipyard Maritime Industrial Division for grooming, shop repair, and on-board repair/grooming of Leslie valves, specifically requiring services from Leslie Controls Inc., the original equipment manufacturer. This approach is necessary to maintain warranty coverage and ensure system safety, as repairs by other facilities may void warranties and pose hazards. The contract will be awarded under FAR Subpart 13.5 and FAR 6.302, allowing for non-competitive procurement due to the unique requirements of the equipment. The contract structure includes a base year with two one-year option periods, all evaluated together during the award decision. The procurement falls under NAICS code 332911 with a size standard of 500 employees, and it will be an Identified Delivery/Requirements Type contract with firm fixed unit pricing. Compliance with DFAR 252.204-7004 is mandatory, requiring vendors to register in the Central Contractor Registration system to maintain eligibility. Offers must be submitted following procedures specified in the solicitation, which can be requested via mail or email only from the designated contact, Rita Dryden, with phone and fax requests explicitly excluded. This ensures a controlled and compliant bidding process aligned with Department of Defense regulations.
