Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Large business offerors are further required to provide a Small Business Subcontracting Plan ensuring at least 10 percent of subcontracted awards go to small business concerns.

The United States Special Operations Command (USSOCOM), Headquarters Procurement Division intends to negotiate on a sole source basis with FLIR Systems, Inc., (FSI), Boston, 25 Esquire Road, North Billerica, MA 01862, for Repair Services to six Maritime Forward Looking Infrared (MARFLIR) Line Replaceable Units (LRUs) at an estimated cost not to exceed $100,000.00. The basis for the sole source is that obtaining other than FSI's services for repair of the MARFLIR is not possible due to a lack of rights in technical data. In 1989, the Government awarded competitive contract nos. N00164-98-D-0037 and N00164-98-D-0039. No technical data rights (other than Government Purpose Rights) were obtained due to the commercial nature of the items. The Government does not have any mechanical and electrical drawings, information on internal software and interface control documents to provide to another company. Based on this, the repair services for MARFLIR units must be obtained from FSI. Based on this the repair services for the six MARFLIR LRUs must be obtained from FSI. Responses to this synopsis must be submitted no later than 12 May 2005. Any questions regarding the above requirement should be submitted via email to Val Romanchek at romancv@socom.mil, (813) 828-7335.
