The required delivery date is July 16, 2027, with delivery to the DLA Distribution DDSP New Cumberland Facility. This procurement is a non-small business set-aside, though a price evaluation preference is available for SBA-certified HUBZone small business concerns. Notably, the government explicitly prohibits the use of additive manufacturing for these items, and any offers utilizing such processes will be ineligible for award. The contract mandates strict adherence to technical and quality requirements, including destination inspection and acceptance per FAR 52.246-2. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Packaging and marking must comply with ASTM D3951 and MIL-STD-129, with DLA Master List requirements taking precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the award requires compliance with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Invoicing and payment must be processed electronically via Wide Area WorkFlow.

The Naval Surface Warfare Center Panama City intends to award a sole source contract to Carleton Life Support Systems Incorporated, doing business as Cobham Mission System, for engineering services to convert thirty MK 16 Mod 0 Oxygen Control Cards to the Mod 1 configuration. This procurement is restricted to Cobham as they are the sole manufacturer and authorized Depot Overhaul Point for these components. Utilizing another contractor would risk component incompatibility and jeopardize the critical life-support system certification required by the US Navy System Certification Authority. The award is expected around September 21, 2012, based on a fair and reasonable price to the government. Completed units will be delivered to the Naval Support Activity in Panama City Beach, Florida. This notice serves as a presolicitation under solicitation number N6133112T9713 and is not a request for competitive proposals, although the government maintains discretion regarding the final determination to compete the contract.

The Naval Surface Warfare Center Panama City intends to solicit Carleton Life Support Systems Incorporated – doing business as Cobham Mission System, 2734 Hickory Grove Road, Davenport, IA 52804 on a sole source basis for the acquisition of engineering services to convert thirty (30) MK 16 Mod 0 Oxygen Control Cards from the Mod 0 configuration to the Mod 1 configuration. This procurement is sole source for the following reasons: The MK 16 UBA is a life-support system certified to rigid standards by the US Navy System Certification Authority, NAVSEA 00C4. Carleton Life Support Systems (COBHAM) is the sole manufacturer of the MK 16 UBA, and is the only authorized Depot Overhaul Point for the MK 16 Mod 0 components and MK 16 Mod 1 components. Procuring these services from another contractor runs the risk of incompatible components and mission failure. Any variance in the equipment used in a certified system would jeopardize the certification of the system and ultimately the mission. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If a company has a system that they would like to be tested and certified, please contact Tim Reed at contact@example.gov. The basis of award is a fair and reasonable price to the Government. Award of action will be on or about 21 September 2012. These units will be delivered to the Naval Support Activity – Panama City, Receiving Officer, 101 Vernon Avenue, Panama City Beach, FL 32407.
