AI Contract Overview

The contract involves the procurement of eight communication modems for repair or modification, identified by NSN 7R-5895-014576468-FX with Technical Data Package version 009. The delivery terms are FOB origin, and the contract is intended to be awarded to L-3 Communications Corporation located in San Diego, California. This action is a notice of intent and not a competitive solicitation; the government plans to negotiate exclusively with the existing approved source due to the flight-critical nature of the item and the lack of sufficient technical data to support open competition. Sources not previously approved must submit detailed technical data as specified in the Navy Supply Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures to be considered for award, though timely processing is uncertain and the government reserves discretion to proceed with the current source based on operational needs. The solicitation, issued by Navsup Weapon Systems Support under the Department of Defense and posted on November 2, 2012, underscores that the government does not have adequate data to acquire this item from alternative suppliers, necessitating continued support from pre-approved vendors. While interested parties may express capability and submit quotes, award is contingent upon government discretion and approval processes that recognize the criticality of the item. The government emphasizes the importance of detailed and complete source approval submissions to evaluate new suppliers, but acknowledges that urgent fleet support requirements may preclude delays for newly approved sources. The solicitation and supporting guidance materials are administered through the NAVSUP office in Philadelphia, Pennsylvania.
