The contract involves the procurement of 10 communication modems, identified by NSN 7R-5895-014576468-FX, to be delivered FOB origin to L-3 Services, Inc. in San Diego, CA. This procurement is a notice of intent for a sole-source negotiation rather than a request for competitive quotes, targeting an approved government supplier due to the critical and flight-essential nature of the item. The government lacks sufficient technical data to support full and open competition, and only previously approved sources are being solicited for this acquisition. Potential suppliers who are not yet approved must submit detailed technical and capability data as outlined in specific NAVSUP Weapon Systems Support source approval brochures to be considered. The solicitation, issued by the Navsup Weapon Systems Support office of the Department of Defense, emphasizes that source approval is mandatory and critical for contract award, with timelines for new source approval often incompatible with the government’s operational needs. Offers that do not include the required documentation from the source approval process will not be evaluated. If the source approval process cannot be completed in time to meet government requirements, the award may proceed based on the needs of fleet support. The contract links to additional Navy support documents and guides for commercial item identification and source approval requirements, underscoring the rigorous technical and regulatory standards underpinning this acquisition.
