The Space and Naval Warfare Systems Center Atlantic (SSC-LANT) in Charleston, SC plans to modify contract N65236-06-D-8143 with L-3 Global Communications Solutions (L3-GCS) by increasing its ceiling by $7,000,000. This modification aims to acquire additional 1.0M or less and 1.2M satellite communication terminals, along with associated spares and options. The 1.0M or less terminals are intended for use on the Military Information Support Organization (MISO) satellite network and must meet strict requirements including certification by the Joint Interoperability Test Command (JITC), Army safety certification, and approval for MISO network use. L-3 GCS is the sole provider of terminals meeting these criteria. Additionally, the 1.2M terminals supplied by L-3 GCS are designated for the U.S. Air Forces Central Command (AFCENT) Command and Control systems to maintain consistency with previously deployed antenna systems across AFCENT units in the operational theater. The contract increase is a sole-source procurement and does not invite competitive proposals. Stakeholders were invited to submit comments by March 5, 2012, to the designated SSC-LANT contact, but the notice primarily serves as an intent to increase the contract ceiling rather than a solicitation.
