J--NOTICE OF INTENT TO SOLE SOURCE

The U.S. Department of the Interior, through its Ibc Acq Svcs Directorate, has issued a Notice of Intent to Sole Source a Firm-Fixed-Price contract for the procurement and installation of a three-platform Rice Lake SURVIVOR ® OTR Concrete Deck Truck Scale system to support the Automotive Instrumentation Division at Aberdeen Test Center. The requirement calls for one 28-foot by 15-foot heavy-capacity truck scale capable of measuring up to 200,000 pounds with an accuracy of ±0.5% threshold and ±0.1% objective, displayed in 20-pound increments, and two additional 2-foot by 7.5-foot scales each rated for 50,000 pounds with the same accuracy standards but displaying in 5-pound increments. All three scales must be installed flush within an existing 30-foot by 15-foot pit area, with no more than a 1/8-inch gap to the surrounding coping, and must be supported by certified factory-trained labor, detailed schematics, integration tools, transportation, and control system integration. The procurement is designated as a Total Small Business Set-Aside under NAICS Code 811210, and is being pursued under the authority of FAR RFO 12.201-1 and 41 U.S.C. 1901, citing a sole source justification based on the specialized nature of the equipment and installation requirements that only one vendor can fulfill. Although no formal solicitation is presently available, interested parties have until 5:00 PM ET on June 11, 2026, to submit written documentation demonstrating capability and providing clear and convincing evidence that competition would be beneficial and not cost or schedule prohibitive. All submissions must be directed to Contracting Officer Marina Volynets via email at marina_volynets@ibc.doi.gov, and respondents are responsible for appropriately marking any proprietary information, with no guarantee of material return. An electronic acknowledgment of receipt will be issued, and failure to receive confirmation within one business day requires follow-up with the contracting office. The contract will be administered by the office located in Herndon, Virginia, and the estimated value has not been specified due to the pre-solicitation nature of this notice. The procurement is intended to replace a current single-platform scale to support TOP 2-2-801 procedures, and all components must be evaluated by the OEM or a certified repair facility.
