Solicitation # 12549
The City of Greensboro is soliciting proposals for a three-year convenience contract, running from approximately November 15, 2026, through November 14, 2029, to provide oil and filter changes and maintenance for its diverse vehicle fleet. The scope includes services for police pursuit vehicles, administrative sedans, light-duty trucks, and SUVs, with a preference for a maximum 30-minute service time for quick-lube requests. Qualified contractors must maintain a physical location within city limits, employ ASE-certified technicians, possess at least two years of experience, and be licensed to perform NC State Safety and Emissions Inspections. Mobile oil services are strictly prohibited, and contractors must provide a non-smoking waiting room. Award decisions will be based on best value, evaluated through a matrix that weights proposed total cost, overall capabilities, a letter of interest, the service delivery strategy, and adherence to the Local Preference Policy. Key operational requirements include the use of OEM-specified motor oils and the application of a static cling oil change sticker on the upper left corner of windshields every 4,000 miles. Payments are preferred via Bank of America Virtual Business Accounts, with detailed invoices submitted via email to the Equipment Services Assistant Manager within seven business days of service. All proposals must be submitted through the GePS portal by October 29, 2026.
