AI Contract Overview
The Environmental Protection Agency, through the Office of the Chief Procurement Officer's Water, Tribal, and Science Division, is pursuing a single source acquisition for the operations and maintenance of an agency-owned laboratory seawater pumping and holding system located in Newport, Oregon. This system is critical for providing raw and filtered seawater to laboratories for various research projects. The contract structure consists of a 12-month base period with four additional 12-month option years. Operating and maintenance expenses are allocated based on proportional usage, currently split between Oregon State University at 88 percent and the EPA at 12 percent. This procurement is being conducted as a sole source acquisition under FAR 6.103-1(b)(1) due to a 1988 agreement between the EPA and Oregon State University. While the EPA owns the seawater system, it is an integral part of the Hatfield Marine Science Center and remains under the control of the university, making Oregon State University the only reasonable source available for these services. The contracting officer has determined that the anticipated costs are fair and reasonable based on historical data and COR knowledge.
