This effort is being conducted via Other Transaction Authority under 10 U.S.C. 2808a to leverage advanced manufacturing methods such as volumetric modularity hybrid or Kit of Parts. Proposed structures must be capable of being designed, reviewed, and approved within a 9 to 12 month timeframe while meeting or exceeding DoD Unified Facility Criteria and Whole Building Design Guide standards. The government will use these white papers to short-list vendors for a second phase involving a Request for Project Proposal, where full proposals will be evaluated for best value based on expanded technical approaches, detailed price and schedule estimates, and data rights. Successful awardees must comply with the Buy American Act, Davis Bacon Act, Miller Act, and Cybersecurity Maturity Model Certification.
