The contract pertains to the procurement of a single centrifugal pump identified by NSN 7H-4320-011997925, intended for repair or modification. The delivery terms are FOB origin, and the item is to be issued to Curtiss-Wright Electro-Mechanical Corporation located in Phillipsburg, New Jersey. This action is based on a sole-source procurement approach, meaning the government intends to negotiate directly with one supplier due to the unique nature of the item and the unavailability of data rights or rights to reproduce the part economically. The government has indicated that it is not cost-effective to purchase the necessary data or to reverse engineer the part, reinforcing the decision to limit competition. The notice was posted as a presolicitation by the Navsup Weapon Systems Support office within the Department of Defense, located in Mechanicsburg, Pennsylvania. While this notice does not solicit competitive quotes, it allows interested parties to express their capability to respond. However, the government retains full discretion on whether to engage in a competitive procurement process. The contract action underscores the sensitivity of sourcing specialized equipment where proprietary data restrictions and economic considerations dictate procurement strategy.
