The contract involves the procurement of three units of a centrifugal pump identified by NSN 7H-4320-015485259, TDP version 002, to be delivered FOB origin to Aqua-Chem Inc. in Knoxville, Tennessee. This notice of intent is not a solicitation for competitive bids but indicates the Government’s plan to negotiate exclusively with one source due to the uniqueness of the required supplies or services. Although other parties may express interest or submit quotes, the Government retains sole discretion in deciding whether to pursue competition. The decision to refrain from competitive procurement is based on the Government’s inability to obtain ownership or rights to the data necessary to buy from other suppliers and the uneconomical nature of reverse engineering the part. The contract is issued through the Naval Supply Systems Command Weapon Systems Support Mechanical office located in Mechanicsburg, Pennsylvania, as part of a presolicitation notice posted in December 2015. The procurement pertains to repair or modification work on the centrifugal pump. The Government emphasizes that information gathered from interested parties will primarily inform whether a competitive process is warranted, but the current action reflects a single-source negotiation approach aligned with Department of Defense acquisition policies.
