The contract involves the procurement of four units identified by NSN 7H-2910-003900887 and TDP Version 011, to be delivered FOB origin to Wood Group Light Industrial Turbine in Houston, Texas. This acquisition pertains to a fuel pump that requires repair or modification. The Government has issued a notice of intent indicating that this requirement may be awarded without competitive bidding, as it is deemed a sole-source procurement due to technical and manufacturing constraints. The part must be acquired from a specified manufacturing source or an authorized supplier outlined by DoD-STD-100, with no suitable technical data or government data rights available to allow sourcing from alternative providers. Consequently, qualification testing or use of an alternate part is not feasible for this procurement. This action is managed by the Department of Defense’s Navsup Weapon Systems Support Mech office based in Mechanicsburg, Pennsylvania. While interested parties may express their capability or submit quotes, any decision not to pursue competition remains solely at the Government’s discretion. The contract solicitation, issued on August 7, 2012, emphasizes that the lack of government-held data rights and the specialized nature of the item restrict the procurement to the designated manufacturing sources. Therefore, this acquisition ensures continuity and integrity of the specific fuel pump component required for repair or modification within the Government’s logistic and operational framework.
