The contract involves the procurement of five units of a specific rotary pump part, identified by NSN 7H-4320-011840438, with delivery terms FOB origin to Blackmer in Grand Rapids, Michigan. Due to the part’s unique design and manufacturing requirements, the acquisition must come from approved sources possessing specialized engineering and manufacturing knowledge, which includes proprietary data and technical information essential to maintaining quality. Any alternate supplier must undergo a qualification process as dictated by the design control activity and approved by the relevant Government engineering authority, ensuring the integrity and performance of the part is preserved. The Government retains control over how the qualification process is conducted and maintains stringent oversight over changes in the source of supply. The contract is issued under a sole-source authority (FAR 6.302-1), meaning the Government intends to negotiate exclusively with one supplier, but it invites other responsible sources to express their interest and capabilities within specified timeframes. Although this notice is not a competitive solicitation, the Government will consider any proposals or capability statements received within 45 days (or 30 days under a Basic Ordering Agreement) for potential competition decisions. The contract does not utilize commercial item acquisition procedures under FAR Part 12, reflecting the specialized nature of the item. Interested parties can access relevant military standards, specifications, and documents through DoD resources such as ASSIST-Online and DODSSP, which support the technical and procurement processes. The contract is managed by the Naval Supply Systems Command Weapon Systems Support, headquartered in Mechanicsburg, Pennsylvania.
