AI Contract Overview

The contract involves the procurement of four units of a receiver-transmitter system, designated by NSN 7R-5821-015853118-CC with technical data package version 003. The delivery terms are FOB origin, and the contract is to be issued to Viasat Inc., located in Carlsbad, California. This contract action is designated as a sole-source negotiation, meaning the government intends to negotiate exclusively with a single supplier due to the flight-critical nature of the item and the lack of adequate technical data to support open competition. Only sources previously approved by the government for this item have been solicited, reflecting the critical performance and approval requirements associated with the acquisition. Interested suppliers who are not currently approved sources may submit proposals along with detailed information as required by NAVSUP Weapon Systems Support source approval brochures, which outline the technical data necessary for evaluation depending on the supplier’s production experience with similar items. If a request for source approval is under evaluation, a supporting cover letter must accompany the offer. Failure to provide complete source approval information will result in exclusion from award consideration. The government emphasizes that due to the urgent nature of fleet support needs and potential delays in source approval, contract award may proceed without new source approval. Additional guidance and relevant brochures are provided through NAVSUP’s online resources to assist potential suppliers in the approval and submission process.
