DESCRIPTION: THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS REQUEST FOR INFORMATION (RFI). THIS ANNOUNCEMENT: The Drug Enforcement Administration (DEA), Office of Investigative Technology (ST), Radio Unit is seeking information from sources that are capable of installing, removing, repairing, and performing corrective and preventive maintenance services for DEA owned Motorola Land Mobile Radio (LMR) and communications equipment located worldwide. The equipment consists of fixed station equipment (repeaters, base stations, etc.), control consoles, antenna systems, Key Management Controllers (KMC), Key Management Facilities (KMF), mobile and portable units. Background: The DEA communications network utilizes Motorola?s Advanced Securenet technology with the capability of over-the-air-rekeying (OTAR). This encompasses all types of Land Mobile Radio (LMR) equipment: mobile/portable radios, base stations, repeaters, and consoles. Domestic systems are 406-420 MHz UHF range, which is limited to Federal government agencies. There are some domestic divisions which utilize equipment on VHF systems as well as equipment that interoperates with 800 MHz systems as a liaison with state and local police departments. Foreign systems are a conglomeration of VHF, UHF, HF, 800MHz, and commercial systems and frequencies as approved by the host county. DEA is evolving into narrow-band, digital modulation format. The Motorola equipment will be backwards and forward compatible with existing DEA-owned equipment manufactured by Motorola. GENERAL REQUIREMENTS: General maintenance includes preventive and corrective repair. DEA requires the removal and installation of mobile radios from and into Official Government Vehicles. In addition, DEA requires the installation and/or removal of fixed equipment, with associated antenna systems, at fixed locations such as building rooftops or communications towers. These specifications outline the requirements for the delivery of a high level of systems availability, performance, and support for the DEA communication system. This system consists of fixed station equipment (repeaters, base stations, etc.), antenna systems, control stations, remotes, Key Management Controllers (KMC), Key Management Facilities (KMF), as well as mobile and portable radio equipment. DEA requires a program of tightly coupled services that will allow it to achieve the operational benefits intended for this system. The contractor shall facilitate the installation, removal, maintenance, and repair of DEA owned Motorola radio communications equipment within the 48 contiguous states, Alaska, Hawaii, Puerto Rico and other overseas locations with DEA field offices. Maintenance includes, but is not limited to, the labor and parts required to repair equipment, which has become defective through normal wear and usage. Service shall be performed in accordance with standard commercial practices and manufacture specifications. The specification also requires service to be performed and coordinated through qualified field and centralized resources.
