The U.S. Department of the Interior's Interior Business Center Acquisition Services Directorate has issued a Request for Information (RFI) to conduct market research regarding the draft contract structure and schedules for maintenance support of the Integrated Digital Voice Communication (IDVC) System. This system, managed by the Office of the Chief Information Officer's Telecommunications Services Division, is a customized Alcatel-Lucent hybrid telephony system integrating digital and VoIP technologies across eight locations nationwide. The RFI seeks vendor feedback on the viability of the draft Contract Line Item Number (CLIN) structure and requests comments on the draft Performance Work Statement (PWS) and draft schedules to ensure a workable framework for a potential Request for Proposal (RFP). The government is specifically interested in certified providers capable of delivering 24/7 hardware and software maintenance, on-site technical support, system administration, technical refreshment, system expansion, and contractor transition services, all aimed at maintaining a 98% system availability SLA. Vendors responding to this market survey are invited to comment on whether they can provide pricing using the draft schedules and whether the draft documents adequately describe optional work for system refreshment, expansion, additional site maintenance, and transition activities. The RFI emphasizes that this is an information-gathering effort with no obligation to award a contract, and responses must be submitted electronically by a specified deadline. The information collected will inform the potential future solicitation and contracting process. This approach reflects the DOI’s commitment to modernizing IT infrastructure while ensuring reliable communication capabilities critical for departmental operations.
