The contract is a sole source bridge agreement for the ongoing operation and maintenance of communications and information systems managed by the 160th Signal Brigade and its associated military units and customers. It addresses the need to maintain critical communications services across multiple locations within the U.S. Army Forces Central Command and Central Command Area of Responsibility, including Afghanistan, Djibouti, Iraq, Kuwait, Qatar, and Saudi Arabia. These services utilize advanced technologies such as satellite communications, bandwidth on demand, secure and unsecured voice channels, and IP-based networks to support secure military operations and coalition forces. The contract period is from December 1, 2010, to November 30, 2011, with an option to extend services as per FAR Clause 52.217-8. This interim contract is intended to bridge the gap while acquisition approvals are finalized and competitive procurement for a follow-on contract is underway. The contractor's responsibilities encompass comprehensive management, administration, and provision of personnel, equipment, parts, supplies, tools, and vehicles necessary to install, de-install, and move communications equipment using government-provided transportation. They are also required to maintain logistics support and supply functions throughout the contract term. Government-furnished equipment and property will be used, but contractors must provide additional necessary equipment and training. Interested parties were instructed to respond by early September 2010 to specified points of contact within the Department of Defense, specifically the Office at Fort Huachuca, Arizona, which oversees the contract effort. This contract is critical to ensuring uninterrupted communications support for multiple military operations within key strategic regions.
