The contract involves the procurement of three units of a semiconductor test set (NSN 7H-6625-013552947, TDP VER 002) intended for repair or modification purposes. The delivery terms specify FOB origin, with Triman Industries Inc., located in West Berlin, New Jersey, designated as the intended recipient. This contract is issued by the Department of Defense's Navsup Weapon Systems Support Mechanic office in Mechanicsburg, PA. It is a non-competitive solicitation under FAR 6.302-1, meaning the government intends to negotiate exclusively with a single source due to the absence of data rights and the impracticality of reverse engineering or purchasing the necessary technical data from other suppliers. The notice of intent clarifies that while the government is not requesting competitive quotes, interested parties may express their interest or submit proposals within 45 days (or 30 days if issued under an existing Basic Ordering Agreement) from the notice date. Such responses will be considered to determine whether a competitive procurement is warranted, though the government retains sole discretion in this decision. Additionally, the government does not utilize FAR Part 12 policies for commercial item acquisition in this context. Relevant standards and documents can be accessed through the DoD Single Stock Point and ASSIST-Online resources, although specific technical drawings and patterns are not stocked. The contract opportunity was publicly posted on February 13, 2018, via a presolicitation notice on sam.gov.
