This contract involves the procurement of 20 units of the transponder set NSN 7R-5826-015270947-FZ, in repair or modification status, to be delivered FOB origin to Aviation Communication in Phoenix, Arizona. The government intends to negotiate exclusively with a single approved source due to the specialized nature of the item, which is flight critical and requires prior government source approval before award. The contract does not represent a solicitation for competitive quotes but serves as a notice of intent to procure from the currently approved source, as the government lacks sufficient data to acquire this item from others. Potential new sources interested in submitting offers must provide detailed technical data following the Naval Inventory Control Point Philadelphia Source Approval Information Brochure, demonstrating capability and compliance. Offers lacking the necessary source approval information will not be considered. The government emphasizes the importance of timely submission of approval requests; however, if source approval cannot be completed in time to meet operational needs, contracts may be awarded to existing sources to support fleet requirements. This procurement is managed by the Naval Supply Weapon Systems Support office located in Philadelphia, Pennsylvania. The contract highlights the criticality of maintaining existing qualified suppliers for flight-essential components and details the effort to uphold rigorous standards in source approval and data submission to ensure reliability and safety in acquisition.
