The contract involves the acquisition of two regulating valves (NSN 7H-4820-014134635) as part of repair or modification work, with delivery terms specified as FOB origin to Portland Valve Inc. in South Portland, Maine. This procurement action is conducted through a notice of intent that is not a request for competitive quotations, as the government plans to negotiate exclusively with a single source vendor due to insufficient data to source elsewhere. Potential suppliers may express interest or submit quotes, but the government holds full discretion on whether to pursue a competitive process based on responses received. The solicitation, identified as N0010412PCA19, originates from the Naval Supply Weapon Systems Support Mechanical office within the Department of Defense, based in Mechanicsburg, Pennsylvania. Posted on October 6, 2011, this presolicitation emphasizes the specialized nature of the supplies, the limited ability to source alternatives, and the procedural context of the procurement. While the notice welcomes responses, it underlines that the primary intent is to address a requirement through negotiation rather than open competition.
