The contract involves the procurement of a single unit of a wiper assembly, specifically designated as NSN 7H-1240-015315140, with technical data package version 001, to be delivered FOB origin to L3 Technologies Inc. in Northampton, Massachusetts. This acquisition is conducted under a non-competitive sole-source justification as authorized by FAR 6.302-1, where the Government intends to negotiate exclusively with one source due to the unavailability of data rights necessary to procure the part from alternative suppliers. The contract acknowledges the impracticality and uneconomical nature of purchasing data rights or reverse engineering the item, reinforcing the justification for single-source procurement. While this notice is not a solicitation for competitive quotes, interested parties may express their interest and capability to fulfill the requirement by submitting quotations or capability statements prior to the award date, which will be considered if received within the specified timeframe. The Government reserves full discretion on whether to proceed with a competitive procurement based on the responses. Additionally, interested vendors can access relevant Military and Federal Specifications and Standards through DoD document repositories, although certain technical documents like drawings are not available through these sources. This procurement is managed by the Naval Supply Systems Command Weapon Systems Support office in Mechanicsburg, Pennsylvania.
