WY- KO PP UNIT 1&3 MAIN EXCITER REFURBThis is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantage, veteran owned, women owned or service disabled veteran owned small business) relative to NACIS 811310. Written responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to the sources sought synopsis, a solicitation announcement will be published in FedConnect and FBO websites. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. The Bureau of Reclamation, Wyoming Area Office (WYAO) is seeking sources for to overhaul the main exciters to "as-new" condition. Services include initial inspection and tests, cleaning, drying, dipping, curing, balancing, and a year warranty after exciters are installed. The contractor shall be able to perform the following tasks: Initial Inspection and Tests: Perform incoming visual inspection for the presence of contamination by dust, dirt, moisture, oil, and other foreign matter. Inspect the commutator for signs of surface roughness, loose bars, uneven bar height, mica degradation, and cracked or broken risers. Note all abnormal conditions on the magnet frame, armature, risers, shaft and commutator. Check for evidence of overheating, both general and localized. Identify any mechanical deficiencies, including non-conformance with Section 2 of ANSI/EASA AR100. Inspect insulation condition in accordance with Section 4.2.1 of ANSI/EASA AR100. Record all findings, including the types of contaminants (oil, water, carbon, dirt, etc.) found. Perform and record baseline insulation resistance tests and any additional contractor standard tests that are normally performed and document results on contractor standard forms. Contractor must notify the Quality Assurance Evaluator (QAE) 14 days before initial testing. The QAE reserves the right to be present for the initial testing Collector Rings: Polish the synchronous motor collector rings and refurbish connections between collector rings and fields as required. Cleaning: Clean and remove all contamination using the process and detergents or cleaning agents described in the submittal at the time of proposal. Drying: Dry main exciter at a maximum temperature of 90 - C for the first five hours. Temperature may be increased to 130 C after the first five hours. Reclamation will grant a variance to this requirement if the contractor provides technical justification for using a higher temperature. Use insulation resistance or other approved method to determine if drying process is complete. If main exciter armature insulation resistance does not improve after cleaning, unband the armature and clean between risers, and re-band. Use the same type banding as was installed on the incoming armature, and applies in accordance with Section 3.13 of ANSI/EASA AR1000. If insulation resistance values remain low, notify Reclamation of the results and any recommendation for repair as described in Extra Work and Deficient Conditions. After Drying: Re-torque commutator bolts after baking. Document torque value applied in test report. After re-torqueing commutator bolts, check the heights of adjacent commutator bars to see if any bar-to-bar height variations exceed 0.001 inch. If variations exceed 0.001 inch, check for loose bars. If the bars are tight, note on test report and notify Reclamation. (Reclamation will machine the main exciter commutator.) If bars are loose, retighten commutator bolts until there are no loose bars, and check bar heights again. Install new leads to all shunt field coils and label lead with a stamp metal tags with wire designations shown on the accompanying drawings. Perform high resistance hot test on armature risers to detect any bad connections and cracked or broken riser bars. Send a brief report of findings and a description of the test method used to Reclamation. Record the condition of the fan. If it is bent or otherwise damaged, repair or replace it. Measure the insulation resistance. Record the readings of the after-cleaning condition of the windings on the test form. Dip: Use insulating resin described in product data sheets that were submitted with the proposal. Insulating resin is to be Class F or better, as specified in NEMA MG1. Do not contaminate the commutator and slip rings with insulating resin and masking compound during the dipping process. Brush Rigging: Disassemble, glass bead blast, replace insulators, clean and reinsulate yoke and re-assemble rigging. Curing: Cure the insulating resin according to the manufacturer's instructions. After Curing: Measure and record commutator as-found and as-left runouts. Balancing: Perform tests as specified in Rotor Testing. Final Tests: 1. Measure insulation resistance per attached form 430-79. Record the readings of the as-left cleaning condition of the windings on the test form. 2. Record bar-to-bar resistance readings of the armature coils on a separate sheet, and attach to test form 430-79. Record test equipment manufacturer, model, and serial number. Provide starting point location so that test may be repeated in the future. 3. Perform AC and DC Voltage Drop Tests on the main shunt field, the series field, and the commutating (interpole) field. Record readings on test form 430-79. Provide a sketch or standard shop diagram showing pole numbering and their locations. 4. Perform Polarization Index Tests on the main shunt field, the series field, and the interpole field. Attach graphs to form 430-79. 5. Measure DC resistance of the two fields (main shunt and series). Record the readings on test form 430-79. 6. Perform Surge Comparison and/or Baker Advanced Winding Analyzer (AWA) Method tests on armature coils. Attach photographs of surge comparison traces on CRT. Provide a brief narrative description of tests (for example, number of commutator bars spanned, starting location for tests). Sufficient information shall be provided such that test may be repeated in the future. Documentation on photographs shall be able to tie photograph to the particular test in a sequence of tests. 7. Contractor must notify the Quality Assurance Evaluator (QAE) 14 days before final testing. The QAE shall be present for the final testing. Rotor Testing: Check rotor and determine if balancing is required according to Section 2.6 of ANSI/EASA AR100. Dynamically balance if necessary. Contractor will need to provide flanges for balancing if necessary. Notify Reclamation of any abnormalities. The intended contract period will be for Unit 3 exciter February 23, 2017 thru April 3, 2017 and Unit 1 exciter October 31, 2017 thru December 31, 2017. Responses to this notice should include company name, address, point of contact, size of business, socioeconomic classification, Federal Tax Identification Number, Data Universal Numbering System (DUNS) Number and qualification statement. Responses to this notice shall be e-mailed to Tonya A. Pittsley, Bureau of Reclamation, at contact@example.gov. Telephone responses shall not be accepted. Responses must be received in writing no later than 4:00 pm (MST) January 31, 2017. This notice is to assist the WYAO in determining sources only. A solicitation is not currently available.
