This Sources Sought is issued solely for informational and planning purposes only. It does not constitute the issuance of a solicitation or a promise to a issue solicitation in the future. The purpose of this notice is to conduct market research and obtain information from qualified SDVOSB businesses. This is not a request for bids, quotes, offers, or proposals. The responses to this announcement will assist in determining the socio-economic status such as a SDVOSB set-aside if feasible. If insufficient SDVOSB responses are received to establish the basis for setting this requirement aside for SDVOSB s, the requirement may be solicited as a VOSB or a SB set aside in which case all interested parties responding shall be eligible to compete.
The St. Cloud VA Healthcare System require repairs to a 2016 Chevrolet Express Cutaway 3500 139 WB 2-Door Van in accordance with the draft Statement of Work (SOW) below.  This is a sources sought looking for vendors to perform the services per the SOW for market research purposes. No award of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your contact and organization information with a descriptive proof of capability to: David.wood9@va.gov on or before June 9, 2026, at 4:00 PM CST. STATEMENT OF WORK Minneapolis Veteran Affairs Health Care System
1.0 INTRODUCTION: The Minneapolis Veteran Affairs Health Care System (MVAHCS) requires repairs to a 2016 Chevrolet Express Cutaway 3500 139 WB 2-Door Van. The frame is rusted around and needs repairing along with the windshield needing to be replaced.
2.0 SCOPE OF WORK: The Contractor shall supply all supervision, labor and materials to complete the vehicle s body window frame repair and windshield replacement. 3.0 GENERAL INFORMATION
3.1 Place of Performance Repair shop doing the work in Minneapolis, Minnesota. The vehicle will be delivered to the repair shop. 3.2 Hours of Operation The vehicle will be dropped off and picked up during the hours of 8:00 am to 4:00 pm CST, Monday through Friday. 3.3 Federal Holidays Do not schedule the vehicle to be dropped off or picked up on Federal Holidays or days observed in lieu thereof. The Federal holidays listed below are observed:

4.0 STATEMENT OF WORK: 4.1 The contractor will supply all tools, materials, equipment and labor required to repair damaged body and replace the windshield on a 2016 Chevrolet Express Cutaway 3500 139 WB 2-Door Van.
The contractor shall repair damage to the windshield frame, prime, and paint Paint and any sealant used must match existing color of the vehicle The contractor will replace windshield, associated hardware and sealants The new windshield will meet Original Equipment Manufacturers (OEM) specifications, Department of transportation (DOT) and the American National Standard Institute (ANSI) requirements. Any additional cost must be approved by the Contracting Officer (CO) prior to performing additional repairs. All repairs to the vehicle will be completed at the contractor s place of business.
5.0 CONTRACT ADMINISTRATION:
5.1. The contractor shall not perform work outside this SOW unless directed in writing by the Contracting Officer. Any work done by the contractor outside the SOW without direction from the Contracting Officer will be at the contractor s own risk.
5.2. The Contractor shall accept directions only from the Contracting Officer or the duly authorized Contracting Officer's Representative (COR). Requests or desires of the Users or Using Agency made directly to the Contractor will be immediately brought to the attention of the COR. The Contracting Officer must authorize any changes to the project scope or other provisions of this Statement of Work (SOW). 5.3. Completed work shall be approved and signed off by the COR after the following is completed: 5.3.1. Final inspection performed by the COR/COR s Subject Matter Expert (if applicable) and Contractor. 5.3.3. Warranty and operating manual (if applicable) are provided to the COR
6.0 DELIVERABLE SCHEDULE: The total period of performance is 90 Calendar Days from the contract award date.
