It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of the sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below.
Documentation on technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.

The Veterans Health Administration (VHA) has a requirement at the Long Beach VA Medical Center, located at 5901 E 7th Street, Long Beach, CA 90822, for fuel filtering/tank cleaning & lab testing for (15) Underground Fuel Storage Tanks (STU).
STATEMENT OF WORK Fuel Filtering/Tank Cleaning & Lab Testing for Fifteen (15) Underground Fuel Storage Tanks. 1. Background: The Long Beach VA Healthcare System requires a qualified contractor to perform fuel filtering/tank cleaning and lab testing. The underground fuel storage tanks contain fuel for the emergency generators which provide power for each building throughout the medical center when normal power is interrupted. Tanks must be kept free from debris and water in order to operate the emergency generators safely and properly. All emergency generators depend on the fuel in these underground fuel storage tanks. The availability of reliable emergency power in the event of normal power is imperative to the care of critically ill patients, especially those on life support. Filtration ensures a clean dependable fuel source for the operation of the emergency generators.
2. Scope: Contractor shall provide all labor, parts, materials, equipment, and Supervision required to perform all work required to perform Annual Fuel Filtering/Tank Cleaning & Lab Testing on all Fifteen Underground Fuel Storage Tanks.
2.1. Contractor and Employees shall report to the VA Engineering point of contact, Keith Didrickson, for the issuing of Temporary ID Badges from the VA Police Department, that are to be always worn while on VA Property.
3. Contractor Requirements: 3.1. Supervisor: 30 Hour OSHA Construction Safety Training. 3.2. Personnel: 10 Hour OSHA Construction Safety Training.
4. Specific Tasks: Contractor shall set up at each tank location with their truck and all necessary equipment to filter all the fuel in the Underground Fuel Storage Tanks to remove all sediment, debris and perform proper disposal of same. Underground tanks will be left clean and free of any contaminants that could affect the Operation of the Emergency Generators. Contractor shall then test the tanks to ensure the removal of all sediment, debris and contaminants. When the testing is complete, the Contractor shall provide the COR with a written report for final approval.
5. List of Tanks and Gallons to be Filtered: 5.1. LB-1: 550 Gallons of Red Diesel. 5.2. LB-2: Ten Thousand Gallons of Red Diesel. 5.3. LB-3: Four Thousand Gallons of Red diesel. 5.4. LB-4: Six Thousand Gallons of Red Diesel. 5.5. LB-5: Six Thousand Gallons of Unleaded Fuel. 5.6. LB-6: Ten Thousand Gallons of Unleaded Fu 5.7. LB-7: Two Thousand Gallons of Red Diesel. 5.8. LB-9A: Thirty Thousand Gallons of Low Nox Diesel. 5.9. LB-9B: Thirty Thousand Gallons of Low Nox Diesel. 5.10. LB-9C: Thirty Thousand Gallons of Low Nox Diesel. 5.11. LB-9D: Thirty Thousand Gallons of Low Nox Diesel. 5.12. LB-12: Six Thousand Six Gallons of Red Diesel. 5.13. LB-14: Two Thousand Gallons of Red Diesel. 5.14. LB-15: One Thousand Five Hundred Gallons of Red Diesel. 5.15. LB-22: Five Thousand Eight Hundred Gallons of Red Diesel.
6. Performance Monitoring: Routine inspections by Facilities Personnel.
Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated.
Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service- Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the US Small Business Administration https://www.sba.gov/.
