AI Contract Overview
The Department of Veterans Affairs, through its National Cemetery Administration (NCA), intends to award a sole-source contract to DRI, Inc., a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), for emergency HVAC repair and services at the Memphis National Cemetery Maintenance Building. This procurement falls under NAICS code 238220, covering Plumbing, Heating, and Air-Conditioning Contractors. The sole-source justification is based on FAR 6.302-5 and VAAR 819.7008, citing statutory authority and urgency that precludes full and open competition. The contract is anticipated to be awarded on or about May 21, 2026, with a performance period lasting 37 days following issuance of the Notice to Proceed. The contractor is responsible for providing all labor, materials, tools, equipment, transportation, and supervision necessary to restore and maintain the HVAC system in accordance with National Shrine standards. This is an informational special notice rather than a competitive solicitation, with no formal request for proposals or quotations. Interested parties may submit capability statements by email to the Contracting Officer, Clarelle Sylvain, by May 19, 2026, but these responses will not be evaluated due to the emergency nature of the requirement. The contract includes on-site service performance exclusively at the Memphis National Cemetery, with government acceptance presumed at the place of performance. No pricing information, contract value, or detailed payment instructions are provided. Standard FAR contract clauses or special contract provisions are not specified beyond the sole-source authority references, and no packaging, marking, or security clearance requirements apply. The award is contingent solely on DRI, Inc.'s verified SDVOSB status and ability to meet the emergency repair need within the prescribed timeframe.
