AI Contract Overview
The National Cemetery Administration intends to sole-source an emergency HVAC repair contract at the Memphis National Cemetery Maintenance Building to DRI, Inc., a verified Service-Disabled Veteran-Owned Small Business, under FAR 6.302-5 and VAAR 819.7008, citing urgent operational needs that preclude full and open competition and risk serious harm to government functions if delayed. The contract, identified by solicitation number 36C78626Q0055 and NAICS code 238220, requires the contractor to furnish all labor, materials, tools, equipment, transportation, and supervision to restore critical HVAC functionality under National Shrine standards, with performance mandated to be completed within 37 days of the Notice to Proceed. The award is targeted for May 21, 2026, following a mandatory response window closing on May 19, 2026, during which only capability statements submitted via email to Clarelle Sylvain, Contracting Officer, are accepted—no competitive proposals or formal solicitations will be issued, and no reimbursement will be provided for response preparation. While the contract value is not disclosed and no line-item pricing or detailed clauses are included, the action is structured as a non-competitive, firm-fixed-price arrangement justified entirely by statutory exceptions for SDVOSB set-asides in emergency scenarios. The place of performance is fixed at the Memphis National Cemetery, and acceptance of services will be conducted on-site by the Government, with no additional packaging, marking, or delivery requirements specified. All contractual obligations rest on the verified SDVOSB status of DRI, Inc., as confirmed in SAM.gov, and the sole point of contact for submissions is the designated Contracting Officer via email, with no telephonic inquiries permitted.
