The Department of Veterans Affairs Networking Contracting Office in Brockton, MA, plans to award a sole source contract to Evoqua for maintenance services on the proprietary Reverse Osmosis/Deionized (RO/DI) Water System at the West Roxbury Division of the Boston Healthcare System. This maintenance involves semi-annual site visits approximately six months apart, during which Evoqua will perform all manufacturer-required procedures to ensure the system’s proper operation. Deliverables include maintenance reports with water quality analyses (chlorine, pH, hardness, ionic contaminants) and an annual endotoxin test. The contract covers comprehensive preventive maintenance tasks across multiple system components including softeners, cartridge filters, RO pumps, storage tanks, activated carbon units, final filters, and UV sterilizers, with frequencies ranging from bi-annual to annual. All parts, materials, and labor necessary to complete these tasks are to be provided by Evoqua. The contract will be performed at the West Roxbury facility and is intended for a base year with up to four option years. The procurement is justified under the FAR 6.302-1 authority due to the proprietary nature of the system, making Evoqua the sole qualified vendor as the original equipment manufacturer. Strict compliance with applicable federal, state, and local regulations—such as NFPA, OSHA, EPA, and VA codes—is mandated. Government records management requirements under the Federal Records Act, NARA regulations, and the Privacy Act are detailed to ensure proper handling, safeguarding, and disposition of all records and data generated or managed during the contract. Confidentiality and security protocols are emphasized, with the contractor required to notify the agency immediately of any unauthorized disclosures. All data and deliverables produced under the contract remain government property, with the VA retaining unlimited rights. Although this notice is not a solicitation, parties interested in competing must demonstrate capability by a specific deadline, though the final competition decision is at the discretion of the government.
