The Department of Veterans Affairs, Network Contracting Office (NCO) 07, located at 700 19TH Street South, Birmingham, Al, 35233 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase will be made under Acquisition of Commercial Products and Commercial Services as authorized by Revolutionary FAR Overhaul (RFO) 12.102(a) (Deviation OCT 2025), and Other than Full and Open Competition as authorized in Revolutionary FAR Overhaul (RFO) 16.202 Firm-fixed-price contracts. This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract to Surgical Science North America Corporation, 22500 Mercantile Rd Ste F, Beachwood, OH 44122-5914. This requirement is for the Ralph H. Johnson VA Medical Center (VAMC), located at 109 Bee Street, Charleston, SC 29401, which requires a service or support contract for the maintenance, repair, and support of Simbionix simulation equipment. Surgical Science North America Corporation is the Original Equipment Manufacturer (OEM) and the sole provider of the Simbionix software. Surgical Science North America continues to be the exclusive provider of Surgical Science products and related services. Repairs, upgrades, and maintenance of our products are performed exclusively by our trained technicians. We do not engage any third-party vendors for servicing. Surgical Science North America Corporation simulators are designed with proprietary hardware and software, ensuring the highest standards of quality and innovation. All inquiries and concerns must be addressed in writing via e-mail to Earnest.Ellison@va.gov with 36C24727Q0047, Simbionix Service for Ultrasound Services Devices referenced in the subject line. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government.
