J063--Upgrade Bldg 27 Security System & Access Control System for CIVAHCS

The Department of Veterans Affairs Network Contracting Office 23 is conducting market research through a Request for Information to identify qualified small businesses capable of upgrading the security system and access controls at Building 27 of the VA Central Iowa Health Care System. This effort is a Total Small Business Set-Aside under FAR 19.5 with a NAICS code of 561621, and only responses from small businesses will be considered. Vendors must demonstrate they are Hirsch Group Certified System Integrators and comply with the Buy American Act by providing the place of manufacture for all equipment or equivalent items offered. The scope of work includes installing three new Hirsch Scrambleprox readers, five motion detectors, an automatic door operator with ADA-compliant push button, approximately 470 feet of conduit and cabling, and integrating all components with the existing Hirsch relay output board. All work must adhere to VA, NECA, and electrical standards, and any device connected to the VA network must meet stringent cybersecurity requirements including removal of factory defaults, use of strong passwords, and approval from OIT and the facility ISO prior to connection. The contractor must designate an OSHA-certified Competent Person, ensure all personnel wear VA-issued badges, and coordinate with VA Police for any work affecting security systems. Compliance with notification timelines is critical, including at least three days’ notice before work begins in the warehouse, five days for utility outages, and two days for IT room access. Performance must be completed within thirty calendar days of the Notice to Proceed and includes end-user training for VA staff. The contractor is required to provide a one-year warranty on workmanship and equipment, properly dispose of debris and packaging, label all cabling and devices per VA/NECA standards, and maintain a clean worksite.
