The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6 in Hampton, VA, plans to negotiate a sole source, firm-fixed-price IDIQ contract with Pitney Bowes, Inc. for the SendPro 360 Inbound Tracking Software and cloud service for the Durham VA Health Care System's mailroom. This procurement is conducted under FAR 8.405-6 Limiting Sources due to the highly specialized nature of the equipment and software, which are only available from Pitney Bowes as the original manufacturer. The existing mailroom systems are fully compatible only with Pitney Bowes products, making replacement with other vendors cost-prohibitive and operationally incompatible. The contract is set to become effective on December 1, 2022, and Pitney Bowes operates without authorized distributors, solidifying the sole source justification. This announcement is intended for informational purposes and does not constitute a request for competitive offers, though firms interested in demonstrating their capability to meet the requirements may express interest within three calendar days of the publication. Interested parties must submit their responses in writing to the contract specialist, Ayeshia Tucker, by the specified deadline, identifying their business size, classification, and ownership status. The government will not compensate for any information submitted, and the synopsis does not bind the government to a procurement decision. The notification clarifies that any proprietary data submitted should be appropriately marked, and notes that the procurement references RFP 36C24623Q0196.
