INTENT TO SOLE SOURCE NOTICE Department of Veterans Affairs Louis A. 1. The Department of Veterans Affairs, Louis A. Johnson VA Medical Center (VAMC), Clarksburg, West Virginia, intends to award a sole source contract to GE Healthcare for the provision of a full-service annual preventive and corrective maintenance service agreement for various GE radiology equipment as listed in the attached Statement of Work (SOW). 2. The service agreement will cover a one-year period of performance, encompassing the following GE Healthcare systems and equipment (see SOW for full list and details): GE XR Sensory Suite GE XR OEC Elite 31cm CFD VASMTS/Cardiac GE NM Discovery NM/CT 850 ES GE XR Innova 4100 GE XR Senographe Pristina Mammography GE Workstation Senoris Connect Hardware and Software GEHC XR FlashPad HD Detector 17 x 17 and 14 x 17 3. Due to the proprietary nature of the required maintenance, calibration, and software updates which can only be performed by personnel authorized and trained by the original equipment manufacturer (OEM), GE Healthcare the Government has determined that only GE Healthcare is capable of meeting the Department s requirements without compromising equipment operability, patient safety, or warranty compliance. No other vendors are authorized to perform these services or access the necessary diagnostics, software, or replacement parts for this equipment. 4. The contractor must comply with all VA, federal, and OEM standards, deliver timely preventive and corrective service, maintain records in accordance with federal and VA policy, support remote troubleshooting (as necessary), comply with VA data privacy and security clauses, and execute a Business Associate Agreement (BAA) due to potential PHI/VA sensitive data access. 5. This notice of intent is not a request for competitive proposals. No solicitation documents are available. Interested parties may submit a capability statement, which will be considered solely for determining whether to conduct a competitive procurement in the future. A determination not to compete this requirement is solely within the discretion of the Government. 6. The Justification for Exception to Fair Opportunity (JEFO) and Sole Source Letter have been provided and are available upon formal request. 7. All responses must be received by 09/28/2026 @ 9:00 am EDT via email to Trever.Turcotte@va.gov . Responses must reference the Notice Number. 8. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available, and telephone inquiries will not be honored. Interested persons may identify their interest and capability to respond to the requirement by submitting clear evidence of their ability to provide the required services and equipment described to the Contracting Officer by [Insert Date/Time, typically 5 10 business days from date of posting]. A determination by the Government not to compete this requirement based on responses is solely within the discretion of the Government.
